On your pc*

Make sure you put the pkg' files on the root of your usb

On ps3*



Package manager > Install package files > Slandered pkg location Thats if your using rebug or have this pkg installation system from xmb mod.

If this dont work try re installing your firmware. BUT... Make sure you dont have a disk in your drive or a game mounted whilst re installing your FW
