PS3 Title Update: Why haven't I been Hit with it?

(adsbygoogle = window.adsbygoogle || []).push({}); Im on 4.65.1 DEX and everybody i know already got the title update. My OFW PS3 got the update but my Jailbroken on hasnt had the update pop up? Why is this? I change my CID every single time to another CID i got (From my OFW).. It doesnt make no sense to me why havent i had to update..
