TMAPI is a form of connecting the system to the computer. You need to have an ethernet cable running from the computer to the PS3. Are you on CEX or DEX?

hold ps3 power button(reset mode,not recovery) if u have trouble with target manager,it will start normal,than go debug setting and set boot mode to systemsoftware mode
