Access safe mode. Rebuild database and restore file system. If that doesn't fix it, just reinstall CFW.

I reinstalled my cfw and it doesn't freeze now but do you think if I try installing SNMAPI again I will get the freeze error again?

It may, if it does then it's not compatible. Worst case you'll just need to reinstall CFW.

Then it's either a bug or another app or setting is interfering with it.
