It began with reports of an IRC user named "foobar" offering it according to a You must login or register to view this content. and while the leak isn't complete (it's roughly 3GB short) it is a start for both PlayStation 3 developers and collectors.

I think only sony can sign pkg files. "PS3 SDK 1.92 Full" may have been used, not 100% sure
