You have to do it in recovery mode, as far as I know.

Recovery mode.

Power off the ps3.
Hold the power button down until the playstation powers on and then back off.
Hold the power button once again, until you hear 1 beep, followed by 2 consecutive beeps.
Your playstation should now be in recovery mode.
