My ps3 is on the latest firmware, is it still possible or does it have to be downgraded to a lower one?

you dont need to downgrade now as there is other cfw out now.

Will this stop any games from running? Can I unistall it if i want to?

you can always go back by loading up Sonys official firmware.
normal games still work,the idea of cfw is not just to run backups but to run third party software ie emus like the snes one to run snes games.
goehot was the first cfw but there are others they are pretty much all the same with some different variation.
