Can a computer or a program read the ps3 file system because i was thinking about purchasing a docking station for my ps3 hard drive and i was wondering would my computer be able to read the file system.

Also if i was to transfer data (e.g Game Patches) onto the hard drive via the docking station would it then come up as corrupted on my PS3

sooo noo you can't buy a docking station and read the file system !
the only way u can do this is on the ps3 ... the a file manager or via ftp
