Not that I've seen. Any homebrew content related to New Vegas needs a jailbreak to run right now, because the PS3 can't run unsigned code without it. What exactly did you want to mod, anyway?

You're probably out of luck on adding new weapons to the game and getting a car, but you might be able to find someone who has homebrew for New Vegas to use it on your save to add levels, health, and so forth.
