Think the only difference is that a normal PSN ban they just ban your PSN account and console ban speaks for itself really. They ban your console from PSN.

if they ban the account you can make a new one and start over
console that console cant access psn at all

Console is just another word for the Machine you're using, in this situation which is the PS3.
