What program is it and you might have to install a better .NET framework.

i downloaded it and it did nothing

Your computer most likely doesn't know how to handle the coding or the GUI interface in the program, go to windows update and install all available updates, and in particular any with names like Visual C++ 2008 Redistributable, so your computer will understand the coding in those languages.

i have updated that and all those other files LONG time ago

New updates come out daily, if you updated a long time ago then you're out dated, the reason why it isn't working.

well im on xp and i personally downloaded the ++ redistributable

Have you downloaded ALL suggested updates? If not, do so.

The program might not even be in C++, maybe C# or VB.NET.
