if you quick sign up, you need to fill in united states as country then you can load the store

you need "prod-qa" as NP Environment and the firmware in debug mode

done all this and still getting the same error code

if you hit the store and exit out the error code you should see the store. however you cant access the full store with rebug.
I allways pick up a full game from here (needs to be US region):

just install the .pkg on your ps3 and the rebug firmware will let you activate the games

Yeah start over making a PSN the normal way, making sure to put your country as the united states then go into debug settings and change it to prod-qa straight after signing up then signing in and it should all work.
