Not if the mod/cheats/hacks were made on a console with CFW.

It depends on the savegame, if it's possible to copy it, and it isn't linked to the PSN/PS3 profile the other guy made it with then yes, it should work.

How can we test these certain files? Like are the files only offline that will work? Ex: Fallout, Deadspace, etc?

Yes for the games that this will work on it will be offline mods.
