Well after someone puts on Qa flagging and updates to 3.65 so they can play online, they get their firmware off their ps3 and update a ps3 with fw 3.61 or lower.

put it on a usb
put it in their ps3
and update via storage media.

Won't work, the location that you set the flag at isn't a firmware-related file. It's tied to the system.
