there is a usa version that is much older than the eu release and does not need any patches, this is just the much later eu release (which is exactly the same as us release), nothing is different between both releases.

Thats how they fixed the eu release,they just used the us patch that was compiled with earlier keys and just changed the BLUS to BLES in the param.sfo file.
