could someone give me the exact thing to type into the cmd prompt, to unpack and repack, so that it doesnt fail again?

That isn't used to unpack it, unpkg and or ungpkg are.

how exactly do you unpack update .pkgs then?

Use unpkg [filename] [dir to be unpacked in] in command prompt

in the ps3 sdk files? theres nothing in there thats called "unpkg"

Then you need to download them.
