I was working on modding GTA IV a while back. To my knowledge you cannot because the Pc files are a different format to the PS3 ones.

Hurah!
heres my theory i hope it becomes helpful, i have taken a short look through some of the GTA patch files and we can clearly see there are no car files stored within that, correct me if im wrong :L. so the way to modify a car would be to implement some sort of overwrite on the data already stored on the disc, this would no doubt have to be stored within the main files. The mod would probably have to be written in coordinates and a whole load of complicated numbers to acquire certain paint colours and all the graphics for the car. i know i didnt use many technical terms but i am a ****ing noob, but to me this seems plausible let me know your views Happy
