This obviously means I received a console ban. My question is how can I undo a console ban? I am on Rogero CEX 4.40 and I am desperately wanting to go back online. Please help!

You need to CID. But, you cannot ask here where to find them

Change your console ID to a working one. I believe PS3ITA Manager will work for your firmware, though I'm not 100% sure on this, so don't take my word.
If it does work, you can hit triangle, go to network settings and press set new console id. With PS3ITA Manager you can set one on startup on some, but not all firmwares.

If you'd like, you can always use PSID Patcher, which will also work, but takes a little more time to setup

And thats all i need to go back online? what about my PSID?

I heard from sony they can ban more than that, such as your cID, PSID, MAC Address, and alot more.

Yup it's most likely your console id. Get a working Console ID, and change it with PS3 Ita Manager if you are on dex, or change it with CCAPI Control Console if you are on CCAPI

Sony usually ban by CID.
