According to the official Playstation blog, it's "12:00am Pacific Time / 3:00am Eastern Time on September 9th". The servers are set to go online on September 8th (the day before), but safest bet would be waiting until the time specified.

They are up, I read the post on N4G.com but I have been encountering an error. Says..."Problem reading game content.Please close and restart Destiny to try again."
