On ps3cheating.net there are two cheats available for Batman Arkham Origins, but I can't get them to work by usual means, so I wanted to use HxD to edit binary files myself. But I'm stumped at the following and don't know what to do.

I searched for "Voiceofthepeople" as instructions say, but I honestly don't know which two numbers I should change and where. Can somebody lend assistance, please?

why can you not apply them through BSD? you know you have to update the games.conf with the BLXX codes as it is not officially done yet.

ok first you cant use hex editor for this because the game has a sec coding you can this file only open with the patch creator from Bruteforce this will look like this.there you see right the voice of the people and at the end of this word 32 steps forward there you add the 63 i marked the blue thats all.in the brackets is always on the steps
