Whenever you upgrade a hard drive, you'll need to make sure that the backup data on your external hard drive also includes the firmware update, unless that data is already on that new hard drive. If you got the new hard drive from or through Sony, good chance it's already on there.
However, if it isn't, you'll need to download it on to the external hard drive and install it. To do this, download it from the PSN on to your external hard drive. You'll need to place this data with the backup data from your PS3. Open your external hard drive and open your "PS3" folder, which was created when you backed up the PS3 data. Create a folder in there called "UPDATE" and place the update data in there. So inside your PS3 folder will be two folders, "EXPORT" and "UPDATE".
I post this because I ran into this problem, but found an easy quick fix. Hope it helps someone else.
