I just got the game too! XD. But as Far as I understand you need to pass "The Gardens" tutorial stages until you can access everything.

yes you need to complete the gardens part of the story mode to begin creating your own level, going online with buddies, and you can then stop doing the storymode if you want but you should finish it first so you can get the prize bubbles to help you build better stuff.
