Look through the list of locations and look on you're map in game same think ended up happening to me in west Elizabeth.

Go into the shops and buy the maps they offer..It wll unlock locations even if you have never been there!!

He probably did if he has 93 of 94 but this happened to me even when i did buy all the maps

if you sign up for rockstar social club and link your account there is a check list for 100% that syncs with your in game stats and it tells you what you need, so it includes a map and shows where you have or havn't been

If you have bought/used all of the maps from the general stores and you are still 44/45 for the New Austin area there is one location that does not show up on the in game maps. Open up your map and look to the west of Rio Bravo and you will see a cluster of rocks, this location is called "Repentance Rock"
