Sounds like whatever’s going on needs to be fixed pretty quickly.

If it is so urgent, why they do it only in EU and not in America, nor Asia? :/

Is he notifying EU users, or does this apply to N. America as well?

This is because everything has different severs, that's also the reason why America receives all the map packs first. So it obviously only has to do with the EU store. Maybe there is a glitch to get ps+ for free or something, but it is only on the EU servers.
