SSF4 is frame-based in terms of combos. Spamming/mashing buttons doesn't get you anywhere.

Get a feel for each move, how long it takes for it to finish, and how long it takes before a new move is registered by the game. Eventually, you'll find there is a certain rhythm is linking particular moves together.
