First of all i haven't get what is an identity scheme .. although .. they only did for US users .. so EU users another feature would be for us ..

Going based of the words, it should be something revolving around a plan to protect our sensitive and private information from those damn hackers. If they do a good job of it, maybe it will be a neat feature to have for a year Smile
