Hey bro, after the PSN (or at least the store) downtime, some people have been experiencing some troubles with their downloads, or even the PS Store altogether.
So the only thing you can do right now is wait it out, they should be workin' on it!

It's like that for all regions, and the download list is "broken" for different people.

So your USA account works, but your, I don't know, Canada account doesn't work while someone else's USA account doesn't work but another person's Canada account works.
