Not that I know of, I had some credit on one account and wanted to use them on my other and I was shit out of luck.

No they are account specific. You can only use them on the psn account you purchased them on.

Avatars are account specific. They must match your account ID to be recognized so you can use the image.

Avatars are not like game shares, you are downloading them but you are not reading them.

It's like saving a .png image on your computer that only works for A. If you try and use it with B, nothing happens.
