Apparently, the costs are much heavier for the company behind the dynamic themes. Dylan Cuthbert, the President and Executive Producer of Q-Games, made the following statement on comments section of the Playstation.Blog:
“Remember that we’ll be lucky to sell even a few thousand themes and so the cost of developing the theme (3-4 weeks of coder/artist time, checking, testing etc) will still far exceed any money we make from it.”

Of course, there are still plenty of incentives, such as for marketing and promotional purposes, for game companies to create a dynamic theme for the Playstation 3.

Themes are whack, I think they should have added new avatars before they added new themes.

That's their problem. They do need more avatars though, which are coming.

Shouldn't making themes be easy? People make them all the time?

They have to make top notch themes that make their game look good. Custom theme websites are essentially Cut & paste themes where they throw on a few icons. These developers might as well be developing a cut scene in a game. Not as simple as the crap you get on the internet. But like OP said, they're getting some good advertising just by posting it on PS store.
