So I thought, would a brand new logic board that has never been used allow me to just plug it in and everything work fine? Or is it I need a new Blu-Ray drive altogether?

Nope despite it being a new logic board youll still have to remarry the drive with your motherboard anyway, placing you back to square one. Ensure that all the ribbon cables on the Blu ray drive and the BD logic board are connected properly. A big issue for alot of drives is the ribbon cables themselves, they may not be connected correctly which may cause various issues.
