Can I give an advantage or prior my ps3 against my brother laptop?

i did the speedtest. When my brother uses the internet is .30 mbps and when he does't its 9.7 mbps

It could be your Router. Id call you Internet Provider and ask them what they recommend.

1. If you have wired connection you should take control of the computer and get more connection.
2. You have wireless so it may not work for the router you are using.

I use wireless , but thanks anyway.
