I got the story done and also almost all other mission done. But I don't get the last convoy, so I'm stuck at 17/18.

I hack peoples phones al the time, I only get any criminal to do.

Any idea?

The last criminal convoy can be found in Brandon Docks district. It is in the parking lot of the coffee shop where you can play chess (there's only one of these in Brandon Docks, it is to the top left of the fast travel point)
