Need help in the following questions

-In saves i don´t understand code "4.5" 5.00" or similar.
-i dont understand regions, can i play in USA game and use save EU? can change bles? how it happeds in ps3 .
-programs free for use in ps4 ? or need pay ?*

1. The numbers are on what firmware the saves are made (Save Wizard can use all firmwares and xploder only can use 4.50 or less)
2. You only can re region the games that are supported by Save Wizard and that has the ability to do it (for all the other games this wont work)
3. There is no Free program (Xploder is 40$ for 1 year i think and save Wizard is 60$ for lifetime)
