That's cause all operating systems calculate a kilobyte as 2^10 bytes, which is 1024 bytes. Where as hard drive manufactures go by definition which is 1000= kilo. A 1 tb to an operating system is 2^40 which is 1,099,511,627,776 bytes, manufactures sell them as 1,000,000,000,000, that's y it's lower then 1TB when displayed capacity in an operating system.
