Follow the steps below

Step 1: Original owner gives details to person 1 who then activates account and downloads content.
Step 2: When person 1 has all content they wanted. Then Original owner needs to log in on psn website and click on 'eactivate all devices'
Step 3: Original owner gives details to another person who can then activate the account on their ps4 and download content.

Only thing is I think you need to wait about 6 months before you can click om 'deactivate all devices' again.

No longer works, Sony started doing checks so eventually the games will lock for person 1 if you deactivate all devices on PSN
