I'm not necessarily saying you're scamming me, but no progress has been made. i assume you're just overwhelmed with orders, but this is ridiculous. to be honest i don't want a refund, i'd rather have the levels, but it's time to file this to get your attention

Contacted the accused user, he has 24 hours to reply.

With some detective work, I've learned that he had another premium account.

This was an intentional scam, and therefor the users has been IP banned. He was not intending to refund. I recommend you to dispute the transaction on PayPal, if possible.
