Have you contacted the scammer?:- Yes
If yes, What did they say?:- When the account was originally recovered he apologized and gave me the new password. Later one night I was having issues and pm'd him, but he never responded. I figured I would wait for him to go online as he had been offline, but today he went on earlier and failed to respond to my messages.
Other comments:
I don't want any hard feelings out of this, just for this to be settled already. From what I had previously talked with him about it may not be directly his fault, but nonetheless I want to simply be able to enjoy my purchase.
Obviously, seeing as I can't prove I didn't change the password and try to frame him, I also can have ClutchHunter(sectional mod) give testimony as I was previously playing with him on his server.

I suppose I can't wait some longer. Can you PM him telling him to deal with the issue immediately? And if he comes online without dealing with it, in 24 hours ban. Is that alright with you?

Well since he stole actual money from you, he's going to be permabanned. Now do you want to wait or ban him? It won't be a 24 hour ban

No I don't mean for a 24 hour ban.
I mean when/if he comes on next if he does not comply within 24 hours he will be banned. Can you PM him personally as well?
And would this be alright?

Well it's been 48 hours, and it seems pretty clear he's avoiding this dispute, and signing into his account for that matter. Do you want me to ban him?
