Other comments: He told me he could DDoS peoples IP's Through Skype, I asked if he could enter someones computer through their IP and get all the email and passwords they've used! He said it was a piece of cake, he then told me to add him on Skype which i did, he DDoS'd my computer just to proove it and i had no choice but to believe! so he asked for $30 then $40 but i made him come down to $25 and we made an agreement that he'd get it done within 3.5 hours and i agreed.. sent the money and he asked me for another spare dollar coz he wanted to purchase XPloder and i agreed to help him considering the fact he was doing a service for me!!
The whole night he hasnt even contacted me to let me know if hes trying im the one that had to keep on at him! and he went offline on skype at around 2a.m UK time and now its 5a.m and he came back online, i jus messaged him asking for a refund/No reply/ told him i was goin to post it in the dispute section/no reply/ I want my money back.. EVERY SIINGLE PENNY! i even made sure he agreed to the fact that if i dont get what i want ill get a FULL refund! so yea.. He isnt an Accussed Scammer... He is a SCAMMER! even everyone on SB said so!

My internet was down all last night. Sounds like a cheesy excuse, but I can prove it with scans from my area's local weather station/radar. Thunder storm knocked out my wifi. He has now blocked me and I have no way of contact besides NGU. I also told him that I would link my debit card to paypal today (9/7/12) and refund him (I can't without linking my card, paypal spending limit) He agreed, but clearly it was a lie when he told me he would wait for the refund seeing as he blocked my skype.

Oh, and I requested a way to contact him in order to complete the deal (Him being the target he is requesting an attack on) and yet he couldn't provide anything but a forum and a forum username which, apparently, the guy will not reply to (even said by HoTTiceBoii himself). I requested a form of contact (a successful one, at that) and he didn't provide it, therefor making the deal impossible.

He also requested an illegal service (which I'm pretty sure is bannable on NGU, but don't quote me on that). He wanted me to infiltrate said person's computer, leak passwords and personal information, and "get as much revenge as possible to the asshole who kicked me from my Elite clan and banned me on the forums".

i blocked u off skype because u were not replying to my messages when i was asking if you were there and to be honest i didnt want you attacking my connection again! and this is a hackin website! before we went into skype and made the deal i told u clearly on elite chat that all i had was his forum and forum names!!! i clearly mentioned that i had NoThing else to give you and you responded it was a piece of Cake! i even told u i hadnt his skype nor email whatsoever but u still implied that it was easy work.... All i want from you is my refund .. im gonna login to my laptop and provide the chat on skype as i saved it before deleting n blockin u!!! u need nothing more than ngu to contact me.... and u promised a refund today....

I'm guessing if not I'm facing a 5 day ban and infraction? I'll try to link my debit card to my paypal tonight, but no gurantees. If not I'll just take the (I'm assuming?) 5 day ban.

Oh, and he says he blocked me so I didn't fuck up his connection:

I was offline the whole time
I could still crash his connection, I can get the IP of anyone through skype using their username-- I do not have to be contacts with them

Like I said, I will try to refund the money.

Scamming money is a permaban so don't treat this like it's no big deal.

"Scamming money" when I had no choice but to be offline with no network connection.

And I'm pretty sure this guy is asking for hacked passwords including bankaccount/paypal (He requested all the emails he's ever used). Which is stealing money as well.

I didn't say you scammed yet, but if you don't pay by the 24th hour, then that's considered scamming and will result in a ban. Also, it's not NGU related so that's out of my jurisdiction. Plus, you're the one that came in sb and asked if people needed the service. Don't try to bring up the ethics of it if you accepted the money in the first place..
