How he scammed : Well basicly what he did after i qouted him he said ok what you want and i said i would like to be the menu for all the cods ( as a possible option on his thread to purchase ) he said ok that will be 15 dollers so anyway me believing this kid i went and sent him 15 dollers and he then said to me he didnt recieve any money and that i would send the back up even though he hadnt recieved it so about an hour went by and he still hadnt sent it i messaged him for about an hour straight trying to sort it out he then said omg kid your like 5 am not sending you the mods and your getting deleted so then he deleted me then about a month later ( yesterday ) i added him seeing that he posted a thread up about it ( mistake above meant to say i messaged him a month ago as i had him on psn and he offered it to me ) on skype and he said what and i said i just remembered that i sent you 15 dollers (USD) and he said look you kept annoying me and its your fault why your not getting the mods and i said to him well if your atleast not gonna send me the mods send e back your money he then said no your not getting you money back as you kept annoying me its your own fault then i prosided to ask him questions about it he then said bro i didnt have time as i have been family problems (which i believe to be a cover up ) i then told him that if you dont send me the 15 usd back then thats scam and its against the law he then replied saying that its not and i wasnt getting my money back because i annoyed him after about 10 minutes of arguing trying to get my money back he then said fuck you am deleting and blocking you on skype so bye and today ( one day after this occured ) he still has me deleted and blocked on skype

what i would like done:
for him to be banned or named as a scammer as i would not like any more people to get sammed by him
p.s he also states 3 people have bought his service so please act quick on this situation

He paid me AFTER i gave him it and he still wasn't happy!! , my brother was the one talking to him half the time and he didn't know what he was talking about
Another thing is that i sent 15$ back to him as a gift to his Paypal YESTERDAY!
He just wouldn't stop bothering me about it, he sent around 100-150 messages around 50 of them said Something like this "Where is it" OR " Are you done yet?"
I gave him 2 days after i got money BECAUSE i was having family troubles
