Right, I've re-read your screenshots as I was previously on mobile aswell. I can tell this will be a difficult dispute to prove, however I'm struggling to see where he asked for the $5 payment from, could you explain?

he asked for the for the $5 on skype. I'm going to assume this is going to be considered a off site dispute. if so I apologize for wasting everyone time. I'm new to all this dispute stuff. but if theres anymore info please feel free to ask. i know the pictures i took are pretty blurry. but you can see where he said he charges $5 paypal for the modded eboot. on top me telling him that it didn't work and telling me that he put them in there and me telling him that it still didn't work and him just ignoring me.

Okay, I see now. In his thread, there is few small sentences in a bright green colour which made me avoid the text, but it seems to show vaguely to contact him offsite for the EBOOT to be made. You must login or register to view this content.
I have checked and it appears that COD_MoDz21 was never Elite. Given the information I currently have, I feel that a refund is the best option whether he is able to prove that the EBOOT works or not, as he was not supposed to be selling as a non-elite. I will await COD_MoDz21 to respond before proceeding further as of right now.

This may change as it is still quite a difficult situation as previously stated.

It is quite evident that the user is attempting to avoid the dispute. Not sure why since it's such a small amount of money, I can't do much here but ban the user and guide you to open a dispute with PayPal and tell them your situation.
