Not a silly question. And no there are no rte/rtm tools for waw. It's all cfg and cfw modding on waw. Hope this helps.

Also my favorite patch is Hidden Gold V3

Theirs just cfgs and few patches for World at War though their mostly all the same, its best to make your own patch.
