It might just not be coded properly. I recommend sending it to someone if you can`t figure it out, such as the person above.

Make sure you bind dpad up and down the a vstr of each of the chat layers, binding the dpad up/down to the vstr of the line it's scrolling to, ex: "bind BUTTON_A vstr add1;bind DPAD_DOWN vstr menu9;bind DPAD_UP vstr menu14;bind BUTTON_B vstr exit"

In this case, BUTTON_A is bound to "a" which is "x" on the ps3 controller. The DPAD_DOWN is bound to the vstr of the line below it, and DPAD_UP is bound to the vstr above it.
