These dlcs are DRM. This allows you to just to download and put on your harddrive or usb stick and still be able to use...
Not all dlcs are like this, I understand. These are the only ones that work.

Yep. I tried it out. I got all the borderlands DLCs from this.

Correct. The games are Mass Effect, Fallout 3, Borderlands, Oblivion.
