The also have a weird ass friend on their Friends list. Take a look at this.

And as you know, You can't have ?'s in your Gamertag.
So basically, I'm trying to edit a blank GDP to make it look like that Staff CP. I don't know if it's even possible as it could be server sided, But Ill let you know my progress.

Ive seen people with achievements such as these:

Xbox Team - "Unachieved" - (Insert display string text)
Xbox Beta - "Neither you or the other gamer has any achievements on this game"
Xbox Team NXE - "Unleashed" - On ?/?/?? we unleashed the New Xbox Experience to the world...



EDIT: could it be that it is an account created on the original xbox due to the gamerpicture being that and if the achievements was "??????" it might not recognise a game or something?

I have all of them GDP's on my profile, But making your actual Gamertag have something like that is beyond me!

Wish you luck but its like impossible. Maybe its a glitch in the system?
