Here is a tutorial to signing in to your banned / Suspended xbox live account.
Please note you will not be able to message your friends, add friends, play online or change your name BUT YOU CAN change your profile picture, visit your download history and download your purchases again.

You cant do anything once signed in except for re-download, which is useless as most people that are banned already have the stuff downloaded on their Xbox or they wouldn't have bought it in the first place.

Yeah but if you have bought a new xbox or something and want to transfer the data from your old account, or some people delete all there banned account data because they think its useless! Just because you dont think it's useful doesnt mean it is, all im trying to do is help the community so dont bitch dude

Okay so lets say someone deleted all their content and bought a new Xbox. How are they going to get the licence onto their Xbox without signing in every time they want to use some DLC which is just annoying.

you can transfer the licence and even if you have to sign in every time thats still better than buying all the content again!

Yea this is the method used to launch non-jtag content that uses a banned profile to be launched.
I always press the guide button just before the picture appears in the upper right corner, not the messages^^
About starting any DLC, XBLA or GOD note the following:
This method only works for certain XBLA, most games will display as full game in the game library, but when started, they are trial because most games will sign you out and back in (silently) while starting.
This also applies to most DLC. To bypass this, sign into the account INGAME. While signing in, wait for the profile picture to appear above the sign-in window, and hit the guide button. If you timed it right, the profile is logged in and your content is ready to go. Its best to sign into the banned account on a second controller, and sign out if possible (you might get signed out of live with the profile still signed in, but some games will return to trial if the account is signed out/some DLC will be unavailable again).
GOD use this method; sign in as described, and start the game via the banned acc. While the game starts, you will be signed out and back in silently, and the game will give you an error that "you have to be signed into live with the account that bought this game" or something like that. Just select "Sign in" and press Y (create new profile). This will bring up the device selection screen. Now just press the guide button and sign out of the banned profile and into the account you want to play with. The game will now work with ANY profile you sign in, as long as you are signed into live.
All but the GOD method allow you to use the banned account for playing, since GOD require you to be signed into live the whole time, and you might get disconnected as long as the banned profile stays signed in.
BTW I did not know that one can licence transfer with a banned profile, did you test it out or can someone confirm this? This would be vital info.
