My idea is that hes working with the reapers and he had a plan to send shepard on a suicide mission so the reapers wont have to deal with him and when shepeard succeded in his mission he thought he could save the machines and maybe salvage the human-reaper thus asking him to save the collector base.

I tried predicting the storyline for ME2 as well, but it really surprised me in the end...
