Im on cable network and if I do the speed test on the pc I get 59.33 mbps down and 8.14mbps up. Is there something going on there? I got the xbox wired up and setup correctly with the settings to the router.

Your XBOX is sending the wrong results to the speedtest :p
Certain browsers do the same thing yes you can get some wild results.
