I don't believe so, but be careful with buying second hand consoles. Microsoft doesn't recommend it and the console could possibly be banned.

I wouldn't buy an ebay xbox, could be banned or damaged. Sorry, but don't know much about fee's as i don't own any xboxes myself.

I would highly recommend not buying a 2nd hand Xbox One for a couple reasons.

First, it could be stuck in a boot loop by someone experimenting with the developer tools.
Second, it could be permanently banned from Xbox live, and if its not theirs a good chance being from eBay that It's been used for something 'dodgy' and therefore flagged by Microsoft.
