If you wanted to do it you would need a Jtag/RGh console. You can buy those online on websites. If you don't want to buy then you will have to look around the forums to see if someone will host you one for free. I don't think very many people have been able to host Black ops 2 anyway. To mod any game past Modern Warfare 2, you will need a online modded console (JTag or RGH). As for a mod menu... you wont get one of those online, it's all real time modding now. Any you want modded will be done via a RPC tool on your PC to inject the commands into a live game.
