Depends on what you are wanting to do really. What kind of mods? MP? SP? mod menu? RTM? wanting to get into coding your own stuff? more description dude!!

Well, I'm still trying to boost the Xbox section here but a good menu to look for would be Chr0m3's mod menu. You can search for it on youtube.
